“KAESP believes that students who are gifted and talented have unique learning needs that must be addressed. Increased funding is needed to provide professional development for all teachers, appropriate services, and comprehensive identification processes that are also sensitive to identification of gifted students with disabilities, economically disadvantaged, ethnically diverse, or are learners of the English language. The association believes that funding for Gifted and Talented Education must remain separate categorical funding. We voice our support of the white paper, Kentucky’s Future: Mining Untapped Treasure — Children and Youth of the Commonwealth Who Are Gifted and Talented.”

KEA supports “adequate education for all students by providing that moneys be allocated for equitable educational opportunities in the areas of art, music, PE, library, special education, guidance counseling services, computer education, career/technical education programs, gifted education, ESL and other academic programs.”

The Kentucky PTA promotes legislation designed t o protect all children and youth; legislation designed to meet the education, health and welfare needs of children and youth; and legislation designed to assist in preparing children and youth to intelligently assume their ever increasing responsibilities of citizenship. At its regular meeting, October 28, 2005, the Kentucky PTA Board of Directors adopted its Legislative Priorities for the 2006 session of the Kentucky General Assembly. Under the heading “Education Fund” Kentucky PTA supports Increased funding for Gifted & Talented students (based on Kentucky PTA Legislative Platform).
